OPUD is currently soliciting RFB for the Plumas Lake Water Treatment Plant (WTP), Well #34, and Well #35 Capacity Increase and Site Improvements Project. See attached "Bid Set" regarding specifications and work to be done.

THERE IS A MANDATORY PRE-BID MEETING THAT WILL START AT THE DISTRICT OFFICE, 1970 9TH AVE, OLIVEHURST, CA STARTING AT 1:00 PM ON THURSDAY, OCTOBER 30TH. We will then drive over to the sites (15 MINUTE Drive - all within a quarter mile of each other in Plumas Lake, CA). You must attend the pre bid meeting in order to be eligible to bid on this project, no exceptions.

Bid is DUE NO LATER THAN 11 AM,  January 7, 2026 and read shortly thereafter.

Engineers opinion of Probable cost is roughly $2,000,000.

We also will have a second opportunity for a mandatory walkthrough for perspective bidders next Thursday, November 6th at 1 PM. NOTE, if you attended October 30, 2025, you have met your requirements for the walkthrough in order to bid. You are more than welcome to attend and see the site again if you so choose to but are not required to.

Last and final additional PRE BID MEETING #3 – 1 PM on Thursday, November 20th, 2025. Meeting at 1970 9th Ave and heading to Plumas Lake Water Treatment Plant shortly. Note, you only need to attend one of the pre bid meetings in order to be eligible to submit a bid.  All previous contractors that attended Pre Bid Meeting #1 & #2 are free to join.

  • November 6, 2025 @ 1:00 pm - Second Opportunity for Walkthrough
  • November 20, 2025 @ 1:00 pm - Last and Final Prebid Meeting and Walkthrough 
  • January 7, 2026 @ 11:00 am - Return Bids (Updated Date)
